Tennessee’s management ranking from Pew Center has improved since 2005, but it’s still just average:

Tennessee received a B-minus, the average score among states, for its management of state government, according to a report released Monday.

The Pew Center on the States report looked at how states were managed in four categories: information, people, money, and infrastructure.
The state was praised for its performance auditing and financial reporting. It was criticized for a lack of planning and for what the report called an “antiquated” hiring process for state personnel.

The state received a C in the people category, a B in infrastructure and information, and a B-minus in information. The state was compiled using information provided by the states, along with interviews and analysis by policy and management experts.
