Knox County v. Cynthia Finch

John Owings has asked the court to prevent Cynthia Finch from taking home her rather large final paycheck until the matter of around $13,000 in undocumented spending is cleared up:

according to Owings, Finch’s final paycheck hadn’t been released to her, and the embattled former Community Services Director was demanding the funds be turned over.

Owings said that’s what led him to seek a court order asking that the funds be held in an interest-bearing account in Finch’s name. Owings asks that the court delay disbursement of the final paycheck until the matter of undocumented spending by Finch is resolved.

Owings’ Complaint for Declaratory Judgment reads in part:
On February 28, 2007, the Knox County Internal Auditor released a preliminary audit that suggests that Ms. Finch inadequately documented expenses in the amount of $13, 371.

The Office of the Knox County Mayor is expected to provide a management response, and has been given 20 days by the auditor to do so.

In view of the preliminary audit, Knox County may have a claim to offset the $13,371 against the $14,039.71.



I suspect legal filings will be flowing in BOTH directions before this is all over.

    gosh..this is turning into a bigger mess. It’s kind of sad to me to see how bad this has gotten for Ms. Finch.
