David Oatney likes Rep. Frank Niceley’s ideas on how school superintendents should gain office:

As I often tend to do, I have to commend my State Representative Frank Niceley for once again listening to the voices of his constituents-he pushed an amendment this week in the Tennessee House of Representatives that would have allowed for exactly that arrangement.

Under the Niceley Plan (previously introduced as HB 0661-the Hill Bill), any proposal to elect the Schools Superintendent in a given county would have to pass the County Commission by a 2/3rds vote, then be placed before the people of that county in a referendum for their approval. A Commission or a School Board could also write the ordinance in such a way that the candidates had to achieve a certain level of education or qualification before being allowed to run-something that is more than reasonable.

But alas, Frank Niceley’s amendment failed 46-44, with a number of legislators refusing to cast a vote on the matter. Your elected representatives working for you!
