Knoxville has a housing cooperative. Who knew?

I recently learned that Knoxville has a revived housing cooperative, operating in the 4th and Gill Neighborhood. One of the board members shared this info for me, which I thought I’d pass along to you, gentle readers.


The Cooperative is an Incorporated Non-Profit organization established under FHA/HUD
guidelines by State of Tennessee and the City of Knoxville in 1981 to provide stable
housing for ‘low to moderate income families’ without the risk of arbitrary rent increases.
Ownership is collective.

We currently own 7 properties in the neighborhood on Luttrell, Lovenia, Gratz, Eleanore,
and Morgan Street. 5 of the properties are listed on the National Historic Registry.
In the past month we have had 6 of 7 houses inspected professionally.

Our first goal is 930 Gratz. We have entered a contractual agreement with Kenneth Blakely
‘The Picky Painter’ for restorative painting and siding repairs to begin by June 1. (With the
goal of repairing concrete steps at the house front in the future).

The Cooperative has gone through some management problems in the past and little has
been done to maintain the integrity of the homes exterior. It is my hope to become more
proactive in the historical restoration of these houses.

We will comply fully with the guidelines listed in Knoxville Metro Planning Commission
publication “The Future of Our Past” 1988.

    Well it’s November. The Gratz house has taken over 5 months to complete. It seems like Mr. Blakeley has a tremendously busy personal life which prohibits him from working regular hours. His hired help came from Labor Finders and he was unsatisfied with their work. Mr. Blakeley would ask for installment payments throughout the job, in the end we had paid his full bill prior to completion of the house painting. So, if you are considering hiring The Picky Painter you should be a very patient person.
