No prosecutions for Justice hiring

Moreso, Mukasey’s justification for it, as quoted by the AP:

He said “not every wrong, or even every violation of the law, is a crime,” adding that two joint reports found only violations of civil service laws.

(Emphasis added)

What does that mean?! Can anyone explain the distinction between a violation of the law and a crime to me?

I asked Ken Schwall for his insight.

“Here, all this time, you’ve been obeying the law, like a fool!” he responded.

The online dictionaries aren’t helping me parse what distinction Mukasey is making here, between violations of the law and crimes. Anybody? Bueller?
